Because of those onerous taxes, the automobile is usually a part of the compensation package for job assignments in Europe. So, where carbon pollution may be cut in Europe, nuclear waste is way up. On the other side, China and India who will be the biggest polluters are not covered by the agreement. India also has a methane problem from cows as New Zealand/Australia does from sheep and cattle.
