Seems as if he wasn't in favor of it at first, but now he's postponing the decision for later consideration. Does anybody else interpret the last line differently? My own entirely subjective reading is that George was at first disinclined to grant a change of venue simply for the sake of Judd's convenience, but that as the hearing wore on he became so bemused and appalled by this utter farce that he began to consider how he might extract himself from it... So he left the door open.
