While there are mind boggling variations of PCs out there, most PCs made within last 5 years do not have Y2K problems in the ROM. Some PC makers, including DELL have web sites with support information about Y2K.

This depends on the make and particular configuration of your PC, but probably yes. Most PC makers have replacement ROM BIOS available but the cost of replacement varies a lot; for example, my new machine has BIOS in FLASH ROM and I can update simply by downloading new BIOS code from web site for free but my old PC needs mother board replacement because the ROM BIOS maker for it no longer exists. Before you change the ROM you probably want to check to see if you really need the change.

By the way only BIOS resides in ROM, if you have problem with OS it's a software issue.
