I don't know a lot about the tech side, but after having lived many years in Japan, I would think the previous telecom deals with CIEN in Japan must have been unofficially vetted with MITI before they were inked... and while the other potential users in that area of the world may not look to Japan for "leadership" per se, I bet they did take note... and all this while economic conditions are not so "hot" .... I bet biz could pick up substantially once conditions bottom out there... (and CIEN stays in the forefront of technology.)
