Ligos Technology and Dazzle Multimedia Sign Agreement to Deliver
MPEG Solutions to OEM and IHV Markets

COMDEX Fall 98

SAN FRANCISCO--(BUSINESS WIRE)--Nov. 16, 1998--

GoMotion Real-time Software MPEG Encoding Technology to Enhance Dazzle Multimedia's Leading Product Lines

Ligos Technology, developers of multimedia technologies and applications for digital video recording and navigation, and
Dazzle Multimedia, the leading provider of affordable personal video computing products, today announce that Dazzle
will license Ligos Technology's GoMotion MPEG encoding technology for a number of exciting and newly enhanced
products for both immediate release and in the near future.

The first product to utilize the advanced technology will be Dazzle's Digital Video Creator, which will be demonstrated at
COMDEX Fall '98 in the Toshiba America (L1814) and Memtek Products, Inc./Memorex (L2662) booths. The
agreement brings the fastest, high-quality MPEG encoding capabilities to the industry's leading personal video computing
products.

"The evolutionary trend in PC-based digital video is a migration from add-in hardware to software," said Peter Forman,
president and CEO of Ligos Technology. "Dazzle understands this trend, and together we will work to deliver
higher-quality, cost-effective peripherals for the emerging digital video market."

"The cost benefits our Digital Video Creator products will gain through GoMotion software encoding are substantial,"
said David Taylor, president and CEO of Dazzle Multimedia. "We have been tremendously successful so far in enabling
the retail market for digital video content creation. Our relationship with Ligos and their GoMotion technology allows us
to open significant new markets, with more features and lower price points."

To address the trends in digital video, Dazzle Multimedia will use Ligos' encoding technology in a number of future
offerings. The two companies will work together to meet the emerging needs of digital video users, including evolving
interface standards to IEEE-1394, migrating from MPEG-1 to MPEG-2, and identifying and addressing other areas
that will bring users a number of new capabilities. The agreement also allows the companies to move the digital video
experience from the technology stage to an application.

The Dazzle Digital Video Creator, announced in late September, gives personal and business PC users the ability to
capture, edit, manage and distribute digital MPEG video files. The product features one-button web publishing and
one-button video e-mail along with an analog video output for users who wish to output their edited MPEG video to
VHS tape. Other features include a detachable media manager database, which displays thumbnails of the user's video,
audio, and still image files.

GoMotion technology is the first software-only solution for real-time capture and encoding of MPEG, the preeminent
digital video standard today. Based on Ligos Technology's patent-pending LightSpeed motion estimation algorithm,
GoMotion technology delivers high-quality real-time MPEG digital video at low data rates without sacrificing quality. It is
available as a Microsoft DirectShow filter and Video For Windows solution, providing the industry the easiest path to
integrate these new capabilities into their own systems and applications.

Ligos reatime encoding software...

From the Ligos site:
ligos.com

Video Output: MPEG-1 and MPEG-2 video element streams.
MPEG-1 supports for constrained or unconstrained parameters.
MPEG-2 support for Main Profile @ Main Level, High Profile @ High Level, High Profile @ High 1440 Level.

But it is only realtime for a very small subset...

Tests of the GoMotion codec with current MMX technology have demonstrated real-time performance at SIF (352x240) resolution on a 400 MHz Pentium® II processor platform

MPEG-2 MP@ML resolution is 720x480 @30 fps. GoMotion makes no claims to Frame rate nor do they say if they support IP & B frames. At least I haven't seen it yet.

From THE MPEG faq:
bmrc.berkeley.edu

What are Profiles and Levels?

A. MPEG-2 Video Main Profile and Main Level is analogous to MPEG-1's CPB, with sampling limits at CCIR 601 parameters (720x480x30 Hz or 720x576x24 Hz). "Profiles" limit syntax (i.e. algorithms), whereas "Levels" limit coding parameters (sample rates, frame dimensions, coded bitrates, etc.). Together, Video Main Profile and Main Level (abbreviated as MP@ML) normalize complexity within feasible limits of 1994 VLSI technology (0.5 micron), yet still meet the needs of the majority of applications. MP@ML is the conformance point for most cable and satellite TV systems.
