Yes, MrK. The Brookings study sure makes the national sales tax look like an absolute nightmare.

I'm no expert on taxes (although I hope the accountant who does my income tax is), so I can't argue the point.

I found the Brookings study when checking out materials on the Policy.com site. Are you familiar with Policy.com? It is a wonderful outfit, providing pro and con arguments on virtually any public policy issue you can think of. Great for getting a more or less balanced view on points of contention.
