Well, there's usually two types. The ones that don't allow any traffic through (they run proxy servers to make it look like you are talking to outside hosts). They only support a couple (usually) of different services. The other kind are the packet filtering type that block most incoming connection requests (but allow incoming packets for a connection that was established from inside). I suspect it is the latter here...
