Define substantial and can you identify the one time when it did not work. How long a period? Is this from the Fossback book -- what's your source?

I would think I would want more data than just that.....how many times were the cuts at/near the then top of a major bull market? How many times had the percentage gain for the prior year, two years, been greater than what we have currently? Equal to what we have currently? Less than what he have currently? What types of market environments did those rate cut come in, etc...... I guess I would like more facts to back up that scenario before betting hard cash on it. Of course, you are probably right.
