AR, nice reductio ad absurdum, no, because, even though there is a conspiracy, it is only one act, there is no pattern of illegal acts. Not sure if jay-walking is a predicate act, anyway.

But, seriously, there was talk about using RICO against Clinton re: Monicagate. If Clinton conspired with, say, Vernon Jordan and Monica, that Jordan would find her a job in order to bribe her so that she would commit perjury, that would, in fact, trigger RICO.
