James - Partially true on the uptick and wrong on the borrowing to my knowledge.

Vancouver has the uptick rule which is simply the last price movement must be an uptick so you can actually sell short on a no price change trade as long as the last price change before that price was an uptick.

Shorting requires borrowed stock. because I could wrong just as the place where you got that info - try contacting Cannacord Capital
