My Guess!!!! ( I have never been caught in this position) But,if the stock is halted and you are short....you are out of luck!
The only way you can "complete" is to buy back a stock and pay the lender"!
In the case of a halted (forever)stock, if you haven't covered then you must come good for the initial borrow price and pay it to the borrowee! The problem is, as I understand it, when the stock is halted there is no worth to the stock, so if there is no associated worth then there is no measure as to what the "delta" should be on the "shorted stock"! However, the borrower (shorter) must still fullfil the contract and cover! Which results in the borrowee not losing any money and the borrower out a bundle of profit!
