This may come off a little like will rodgers - the one where he deducts everyone in the country who's not working and figures out that he's doing all the work - but here goes, based on very anecdotal data.

Using your 13,000 number, more than half are in the field organizations, including the consulting organizations and the various customer units. There are about 800 in the research group, which does not contribute to product development, so that leaves about 6000 in product development.

Allchin's group has about 3000. Only about 700 do code development, the rest are involved in test, integration, and management,

If that ratio holds true for the rest of the group, there are less than 1500 programmers developing code, or about 1 in 10 MSFT employees.

Take that FWIW, it's not based on any verified information...
