Actually, today's market action could easily be consistent with having the buy-back in place, especially if investors didn't know about it.

Look at the very tight range in which it traded.

I don't know anything about any restrictions, such as requiring a down-tick, but I'd speculate that if that's the case, that they might also be permitted to buy at the bid on an uptick.

The tick indicator was up most of the day today, yet it seems most of the volume was at the bid. This would suggest some kind of artificial support in place - perhaps the start of the buy-back, or MM's supporting the price in anticipation.

In particular, note the trade of 66,500 shares at the bid of 14 at 15:27 (hmmm... 3 minutes before the start of the last half-hour...) with no subsequent drop in price.
