no, they don't count "goodwill", because that is an intangible asset. It's also called "blue sky", and for a reason. It's not real money, just like Bezos couldn't cash out of all his stock without causing a severe crash in AMZN stock. The best he can hope for is a buyout by some other company, with provision allowing him to sell his stock in the new company. But I digress. Cash is a tangible asset, and Amazon can always do a secondary or float another bond issue, if investors would buy them. A secondary would be the route they would go, IMO. Who knows about this market, if it likes large losses, it would probably cheer a secondary stock offering also.
