Dram latency is a more complicated issue than simply the minimum latency of page hits. It also has to do with the ability to keep multiple pages open, and the sophistication of the memory controller.

SDRAM allows you to keep multiple pages open, and pipeline accesses between banks. These features provide the ability to hide a significant percentage of the latency, provided the memory controller takes advantage of these features.

I am not very familiar with RDRAM, so I can't yet comment on it's abilities. I'll try to do some research on it today.
