It was Teligent, and the matter *was* settled to Teledesic's satisfaction, and Teligent got a sweetheart deal for free spectrum in the process. Both companies greased the wheels of government, making contributions to organizations affiliated with key members of congress with FCC oversight responsibility. It's pretty gross.
