Steve, he should extend his search to patents issued prior to 1979 (#3,891,461 was issued in 1975, to Mr. Yoshiro Harada and myself, assigned, I belive, to the Government). It deals with prevention of deterioration of asbestos by the electrolyte (KOH) in fuel cells of the time. The asbestos was used to contain the electrolyte in a manner similar that the polymer now contains the electrolyte in the lithium ion batteries.
