When there is a shortage of any kind of components, any big manufacturer has to resort to more expensive suppliers to maintain production. Intel chips are no exception.

But whatever the final Intel allocation model will be, CPQ will be at the head of the class - they have the longest orders outstanding, they have the largest volume. Whatever happens in the 'grey market' it will be ugly for anyone who needs chips.

BTW there are virtually '0' XEONs in the grey market so that hardly applies to the current discussion.
