Not True!
Actually, CYCH discountinued their efforts at developing DESKTOP wallet software programs. However, the InstaBuy and Agile Wallet concepts are based on a SERVER based wallet program. This way, you don't need to download software onto your computer to use the wallet program, nor do you have to re-enter wallet data for every computer you use, as the new server based program stores your data centrally.

What CYCH has to do with this program is two-fold, IMO:

1) Get as many merchants, payment institutions and banks as possible to accept the InstaBuy service. Only through mass distribution and acceptance will this make it.

2) Initiate a major PR blitz to convince the public that they can trust CYCH and to communicate the ease and utility of the InstaBuy service.

Anyhow, they did not scrap the concept of a wallet on the web, only the execution of it. Which is why I like CYCH management.
