FCC Plan Would Let SkyBridge Share Airwaves With Satellite TV Firms

WASHINGTON -(Dow Jones)- Federal regulators moved forward on a plan
Thursday that could give a boost to SkyBridge's efforts to build a
$4-billion-plus global network of 80 satellites.
The Federal Communications Commission proposed letting SkyBridge and
others share a portion of the airwaves now used by satellite TV
companies. That's one of the things SkyBridge needs to provide service.
The FCC proposal, modeled after an international agreement, would be
subject to revision and another vote before becoming final.
SkyBridge's partners include Alcatel-Alsthom (ALA), Loral Space &
Communications Ltd. (LOR) and Toshiba Corp.
The venture would provide other companies with network capacity to
offer high-speed Internet access, video conferencing and other services
to consumers. The network is to be in operation by late 2001.
The FCC's biggest concern is that SkyBridge and others not cause
interference to companies already operating on this portion of the
airwaves.
The FCC also is considering a request by Northpoint Technology to use
this portion of the airwaves to transmit TV signals to direct broadcast
satellite companies.

FCC proposes spectrum sharing for Skybridge

WASHINGTON, Nov 19 (Reuters) - U.S. regulators on Thursday
proposed allowing satellite operators to share certain airwave
frequencies, allowing for the development of a new wireless
multimedia service from Skybridge LLC.
Skybridge, owned by a consortium led by Alcatel Alsthom
(NYSE:ALA) of France, plans to loft a fleet of satellites to offer
high-speed wireless Internet and multimedia services.
The FCC proposal, which could be changed in a few months
after a comment period, implements part of a decision last year
on spectrum sharing by the International Telecommunications
Union.
The spectrum Skybridge needs to share is already heavily
used to carry satellite television broadcasts, government
communications and other services. Some current users fear
sharing their airwaves will cause interference and impede
communications.
Skybridge is also owned by Aerospatiale, Toshiba Corp.
(TOKYO:6502), Sharp Corp.(TOKYO:6753) and Mitsubishi Electric Corp.
(TOKYO:6503), Loral Space & Communications Ltd.(NYSE:LOR) and Ste
Regionale d'Investissements de Wallonie of Belgium.
The service is expected to compete with Teledesic, owned by
Microsoft Corp. chairman Bill Gates and cellular pioneer Craig
McCaw.
The FCC also asked for comment on a request from
privately-held Northpoint Technology to share the satellite
spectrum. Northpoint plans to offer local television station
programming to direct broadcast satellite service subscribers.
