It seems to me this may be related to other things I've been reading about the higher relative cost of Windows compared to the cost of PCs esp. at the low end...

I suspect this strategy would allow Microsoft to charge a lesser amount for the initial cost to the PC manufacturers.. Thereby making it seem like the cost of windows is not such a high percentage of the cost of a new PC...

Just a guess... What do you think?
