Wind OI today at that strike is 2429. Chart looks like it wants to break upwards, but there is awfull lot of calls on that strike almost 15 times more than the nearest largest OI. (Take a look 206.7.107.6 Two things it could be an instituional write and thus not expecting any wind up till dec expiration, or a buy for a short play (most likely a write). Wind moving in an uptrend channel since June. If wind gets down to 43-45 stop loss 41 a feb99 or may99 50 strike would be a good bargain. If indexes are going to keep up wind should be above 50 by Jan99.
