My opinion is that 'Institutional Investor' is taking a cautious approach to this stock because they touted it bigtime over a year ago when it was at $30....then the bottom fell out.
Yes, the university biz is big, but what will move this stock is new applications in new areas. I am long at $12 (I've avg'd down once)

Here are some developments that have encouraged me recently:

Their alliances with PSFT on applications.
Winning installations from competing vendors because of Y2K issues.
Winning installations that integrate within the Web.
Increase visibility with PR
Seemingly improving relationship with Nuance
Partnership with C&W
Their balance sheet

These issues have increased my optimism over the long term.

The short term issues that concern me are still: mgmt overhead, and lack of US installations vs International (will PERI get paid for these installations? Or will the contagion cause re-financing?)

Just my thoughts.
