I think you're a bit confused here, Michael. The fraternization business was always in the military code of conduct, it just wasn't enforced much until, you know, very recently, when all this jazz became a hot area of inquiry. You might also be interested to know that homosexuality in the military became much more of a hot topic during the Reagan administration than it was previously, in terms of investigative resources and such. Declaring yourself gay wasn't an easy way to dodge the draft, there was some skepticism on the matter.

Of course, among the substantive debate crowd here, you can say what you want, and you'll have people cheering you on.
