The GKO debt has been restructured (short term treasuries) and
Russia is now trying to restructure Soviet era debt. Buying Russian stocks now is like buying into a company that has just emerged from bankruptcy with much less interest expense to pay.
Also, Russia -- the country that is supposably not a super power anymore and supposably does not produce anything, launched into orbit the first piece of the international space station.
Note that the RTS index is still down over 80% this year. Russian stocks have plenty of room to move higher.
