Yes. The PLA involvement in business does seem to be about to be dealt with en parte at least. A neat, clear, complete solution is unlikely though, is it not?

The best we can hope for is that the question of ownership of wireless mobile networks is settled to the extent that CDMA can roll into operation beyond the "tests" in the 4 cities where the "tests" continue ad infinitum.

This is a major power struggle with huge stakes. Sadly the Q and CDMA are pawns in that struggle. A "solution" and CDMA roll out will happen sometime, but unfortunately later seems more likely than sooner - after all, time is measured in generations, no?
