Thanks for the clarification. I've always assumed it meant implemented in software to a great extent rather than in hardware. You have the physical layer which you have described and you have the organization of the data which is virtual and handled in software. Organization includes origin and destination addresses, priority, security, and integrity. A firewall is an example of one of these software components within the network. A VPN doesn't seem useful without ubiquitous T1 speeds. With ubiquitous cable modem you would have the potential of instantaneously creatable and destroyable VPNs, a sort of hot swappable and on-the-fly creatable VPNs. We then would run into the problem we're trying to address on this thread.
