Sure IP over MPEG2 could work. You can map any digital signal onto any other. The issue is whether people really are going to be using their TVs for Internet access. My pitch for the last ten years is that the PC is going to displace the TV; TV will become just another display option. More crucial, therefore, are technologies to convert MPEG2 to IP, which also exist.
