There was no fundamental change that caused the decline. It coincided with the bear market we went through this spring and summer as investors shun small caps in general.

I have only been following BII for 2 weeks. I can generalize by saying that most of the time new issues fizzle out when the liquidity dries up and there is no one there to support the bid. Perhaps the Chief or some of the long time shareholders can answer your questions.
