At least for Nasdaq stocks, a person with the right equipment can buy or sell shares before or after regular trading hours. The system that allows this is Instanet (sp?). Trading is voluntary, meaning that you can't force anyone to buy or sell your shares: you put in a buy or sell at a particular price and if someone wants to trade with you they can by pushing a button. On a Level II screen these trades will show up.
