The mission packs were full-scale development efforts by seperate companies that resulted in additional boxes on store shelves. What's the difference between that and, for instance, Half-Life or Sin? It is interesting that they didn't list the "second-tier" unofficial add-ons "Juggernaut" and "Zaero" though.
