AMD's foundries just can't achieve the efficiencies that INTC's do and therefore their only recourse will be to run to the government.

the licenses are CPU manufacturers, chip set manufacturers (one and the same for Intel) and DRAM manufacturers.

Micron is one of the few pure plays in DRAMs - but that is playing with "fire". Korea, Japan and Taiwan have many DRAM makers but I'm not sure if any are viable investments based on DRAMs.
