Starr didn't exonerate him. Starr wouldn't charge the President without a second witness to corroborate Jim McDougal. Susan McDougal was in charge of the shell company, Master Marketing. Hillary was the principal behind the Travel Office firings , the misuse of FBI files, and the Health Care Task Force's violation of regulations.
