An internet margin rule wouldn't make a difference - its not like joe etrade is buying up 1000 shares a day of AMZN and YHOO (your average 'investor' doesn't have that kinda cash), its the day traders at the day trading firms - and they're leveraged 10-to-1. The Fed can't do anything about that!

Whom do all the 1000 share lots belong to?
Soes! Duh!
Look at a time & sales for yhoo or amzn any day - you won't see any odd lots - thus only very few 'investors' are buying 'em.
