Geoff, the SOX is weighted by share price, not market cap.

Intel counts the most only because it has the highest stock price among the index components, not because it has the highest market cap. If Intel were to split its stock in half, then Rambus would have a greater weight than Intel. Which seems a little arbitrary, doesn't it?

The semi-equip components in the SOX are AMAT, KLAC, and NVLS, which were yesterday a combined 16.3% of the index. Among these, NVLS had the greatest weight, due to its highest stock price. So it is primarily an index of semiconductor manufacturers.
