Is anyone else noticing a major slowdown in the net during prime time? Wouldn't it be true that as the ISP's and telcos deal with
that the benefit accrues to ASND, CSCO and COMS?

Is this the same contract that they won a few days ago?

No, this is a new contract. The other one was for ZheJiang province of China, and this one is a national project for China's postal department.
