I would say it reveals the fissures between the ideological Republicans and the pragmatists, i.e. those who want to remain in office. In that sense it is doing more harm to the GOP than it is to the Democrats. It appears the move toward some sort of censure deal and a possible post-2000 prosecution of Clinton has gained momentum. Such a course would help the GOP, giving them the high ground among moderates who want to see Clinton punished but don't want the country to go through the trauma of a full-blown impeachment process.
