Why would lay committee members make it any less likely that what ultimately prove to be undesirable compounds successfully make it through the approval process?

I agree with George. As far as I can tell, all they add to the mix is an increased level of unpredictability (i.e., a higher variance.) The FDA makes very important decisions -- life and death, in many cases -- and committee members should, ideally, be selected based on their experience and good judgement, not on any misguided quota system.
