To the best of my knowledge, SEMI does not exclude anyone. However, a company that is in a quiet period may choose not to report, or may choose to report late. It'll be interesting to see what the revised October numbers look like when they come out.

In order to preserve confidentiality, SEMI does not say which companies have reported. In fact, since the data is collected by an independent auditor (Arthur Anderson, I think, check the press release), SEMI itself may not even know.

Meanwhile, Sue Billat may have been told by AMAT that they did not report, or may have drawn her own conclusions from the difference between AMAT's numbers and the SEMI BtB, or may know from her own experience at Novellus that companies in a quiet period typically do not report.
