I'm not positive but I believe e-Trade offers Stop Losses through the phone. You can't place them online, but if you call in I think they will take them. I don't think they advertise this as it costs a lot to man the phones.

Keith , i am with them second week and was told ,that the short trading will be added in january or february and stop-loss within
a few weeks ..
will see who had more accurate salesman .. 8-))
