What he did not say was:
The decline in microchip sales has slowed ...

There is nothing illogical here. He is saying that prices haven't been falling because of stronger demand due to a recovery in demand for PC's, and because of weaker supply caused by the Korean cutbacks and by the absence of MU from the market.

If you read it properly, I am sure you will see that it makes sense.
