I followed up on Waterous waterous.com these are the fragments of publicly available material:

"In these circumstances, and to ensure that momentum is
maintained on its major projects, TDE is seeking to
identify a larger oil company willing to vend a package
of cashflow generating properties into TDE in exchange
for a substantial equity position. The respective
benefits of such a package are:

TDE Perspectives:

The tax-efficient replacement of the interrupted
Turkish cashflow. TDE has available tax losses
and pools of C$16 million.
Potential acceleration of its major projects
through a new partner relationship.

Oil Company Perspectives:

high leverage use of non-core properties.
exposure at low cost/low risk to high reserve
potential international projects in experienced
hands.
acceleration of the time line to gain exposure to
international activity.
potential to monetise investment via the sale of
shares on the back of major
discoveries/developments."

Further down on the web site:
"Waterous is seeking written expressions of interest in TDE
by September 15'", 1998 with a view to negotiating and
implementing an investment programme by the end of
October 1998."

The unusual activity in buying comes from MacDougall which bought about 651,000 shares since 11/16(less 12,000 sold). Interesting. It is worth noting that confidentiality agreement allowing "closer" look at TDE prevents buying equity in TDE for a year from the date agreement was signed. I guess something to think about.
