D.T: Based on your expectations, I find it highly coincidental that 3 different N.American Contractors got independent contracts from the same foreign Govt Org. all within a week.

Is your experience a TELECOM Vendor based one or a CLEC equivalent.

NTL and Nokia usually are quite open and frank about their overseas Contracts.Their Press Releases are excellent.

D.T: Todays G&M dated 27 Nov 98, at page B24 Col6 had an article "Newbridge over trouble waters".

It has a relevant reference which reads as follows "Without Newbridge, it's unlikely SIEMENS would have much shot at GLOBAL ONE"

Many with Contract Management expertise would interpret that to mean that SIEMENS is a Prime Bidder and Newbridge a SubContractor.

Any comments.
