My understanding is that the T+3 day rule was implemented in 95 by the SEC but that brokers have flexibility in applying the rule. They can sell the buy if not settled or they can charge a penalty. It seems odd that the SEC gives the broker an option to sell the buy but the trader can't do the same during the 3 day settlement period.

But if that's the way it is, that's the way it is.

You're right, it's a hassle dealing with the internet customer service reps. They're not fully trained and they can't fully answer some very basic questions. Next time I'm talking to Peter Lynch himself.
