Your points are well taken, as are Pat's comments re Giantism being irrelevant. My firm has been designated the Project Manager of many a project where we have brought in IBM, BEL et al, and did the pass throughs on financials and integration, and this is nothing new. In those roles, however, we were the consultant acting in the capacity of the owner's rep.

I have not seen the term "prime" used anywhere in any of the releases concerning China Post, and granted, I may have missed it. The picture you have been painting, collectively, concerning a primary resembles that of a consultant or a general contractor [GC] as I have described above, rather than one who is indulging in the sale of actual goods.

As such, if that were the case, then the GC would be responsible for orchestrating, and possibly acting as an agent for procurement purposes, as well as doing the acceptance work, and this, too, is missing from the language of the releases.

Instead, it appears that CP is in that role itself, and that each of the vendors is actually providing "goods," despite the fact that one or more is also providing some degree of management.

I'd chalk this whole affair up to the fact that multiple vendors have been awarded contracts to provide goods to CP, and someone from the Chinese side grossly bungled the ball when it came to public relations, and each of the vendors seized the opportunity to exploit said snafu.
