This is not such a dumb question. In fact, a lot of Globalstar investors like me would like to know the answer to this one. There have been a lot of delays due to rockets blowing up and stuff like that. Last I heard, the official date is still "third quarter" of 1999. The concensus is that will probably slide a bit, though, into the fourth quarter. With any luck, they will be up and running in time for me to give a Globalstar phone to my wife for XMAS.
