Another, more positive way to look at things:

For just the 15th time since 1947, the discount yield on the 3-month
T-Bill had declined more than 18% from its peak. In the past, the
average increase in the S&P 500 Common Stock Index in the year after
a T-Bill rate decline exceeded 18% was 25.4%. Small cap stock
results were even more impressive, as tabulated below.
