Frank last report from the Shuttle was that they could still see that wall in China. Your comments make good sense to me, however, we shouldn't conclude that the Chinese have structured the deal, but rather set basic specs. for it and invited proposals and bids. Then others submitted them. It could very well be that some where submitted as a proposed joint venture or partnership for the project...in other words some companies joined together for the propose of bidding for the project. If that is the case they's have agreements between them which follow standard business and professional rules. As part of any such agreement the spelling out of who is the Prime and who are the Subs would indeed be spelled out. Also, the limitation of Subs being allowed to subcontract would be written in.
