Alliance could be with SPYGLASS - SPYG:

From: spyglass.com

(Read 3rd paragraph, mentions Explorer 2000)

Spyglass Device Mosaic will act as a code foundation for the development of the PowerTV HTML Engine, a new open application platform for developing interactive and on-line television services. By incorporating open Web standards into their operating system, PowerTV will ensure that cable boxes containing the PowerTV HTML Engine will operate with the broadest possible number of cable systems. In addition, developers will be able to use standard Web tools to create value-added applications for cable providers, avoiding the pitfalls of expensive and proprietary development systems.

"This licensing agreement gives PowerTV a strategic edge in attracting third-party developers to write applications that take advantage of the strengths of our operating system," said Bow Rodgers, COO of PowerTV. "We believe the next wave of applications that will drive interactive TV will be Electronic Program Guides, Video-On-Demand, and Web leveraged applications such as Email, Ecommerce, Webcasting, Network Games, Interactive Ads, and Web Browsing. With this partnership, PowerTV's software will become the catalyst that enables these interactive applications and services."

The PowerTV operating system and HTML Engine have been selected for inclusion in Scientific-Atlanta, Inc.'s latest digital set-top box, the Explorer® 2000. Deployment of these boxes is planned by U.S. cable operators Time Warner Cable, MediaOne, Comcast, Cox Communications Inc., Adelphia Communications Corp., and Marcus Cable, as well as by Canadian cable operators Rogers Cablesystems, Videotron, and Cogeco Cable.

"PowerTV was the first to market with an operating system designed specifically for the needs of digital television," said Doug Colbeth, president of Spyglass. "By incorporating an HTML engine, they are the first to market with an OS that will not only be OpenCable-compliant, but will also serve as a revenue-generating application platform for the entire cable industry."
