Bush's campaign slogan "A kindler and gentler America" referred to the goal of undoing Reagan's free market policies. Nixon started the Earned Income Tax Credit program, which is rife with fraud, with the stated goal of normalizing income levels. He also had the ill-fated Wage and Price Freeze. That was an absolute disaster. When it inevitably had to be lifted, inflation exploded like a coiled spring since he prevented the supply and demand markets from adjusting to prices. It's not surprising that Clinton's successes are really attributable to the Republicans, who have the majority in both houses and who pushed several popular policies re: free trade, welfare reform, IRS reform, balanced budget, etc. In all of the above cases, Clinton jawboned and stalled for 1-2 years and decided to go along when he saw public opinion continued to run against him on these policies. In several of these, he tried to subvert the policies after they were passed by attempting to take power from the states.
